Dear All: I think that DRR is something that never tested at field level by the people who "teach" it. It is a good Idea as Mahathma commented about the Western Civilisation. However, in practice it is not easy as there is the element of community. I think that people who claim to be the BIG contributors to DRR never been there. I think that there should be a people contribution to DRR, which should be free from academic and policy frameworks. Janaka
